QUALIFICATIONS:

Position requires the qualifications outlined in the CLIA standards (Sec. 493.1405) for: Laboratory Director for a moderate complexity laboratory; Laboratory Management and Chief Technologist. Must hold current, non-expired certification from a nationally recognized certifying board. A master’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution AND at least one year of laboratory training or experience, or both in non-waived testing; AND at least one year of supervisory laboratory experience in non-waived testing;

OR

A bachelor’s degree in a chemical, physical, or biological science or medical technology from an accredited institution AND at least 2 years of laboratory training or experience, OR both in non-waived testing and at least 2 years of supervisory laboratory experience in non-waived testing;

  • Qualified under State of Idaho laws to direct a laboratory.
  • Must be certified by a nationally recognized board of registry (i.e ASCP, ASMT, AMT, NCA, etc.)
  • A minimum of two (2) to three (3) years of professional experience in an outpatient or inpatient setting required
  • Two (2) years management experience preferred.

    ADA ESSENTIAL FUNCTIONS:

    RESPONSIBILITIES:

  • The Laboratory Manager is responsible for the overall operation and administration of the laboratory, including the employment of personnel who are competent to perform test procedures, and record and report test results promptly, accurate, and proficiently and for assuring compliance with the applicable regulations.
  • The Laboratory Manager will perform the duties of chief technologist, technical consultant, clinical consultant, and testing personnel, or delegate these responsibilities to personnel meeting the qualifications of CLIA Sections 493.1409, 493.1415, and 493.1421. If the laboratory Manager reapportions performance of his or her responsibilities, he or she remains responsible for ensuring that all duties are properly performed.
  • Responsible for planning and carrying out a diagnostics testing program providing hematology, chemistry, urinalysis, and serology services according to CLIA standard. In addition, ensures that testing systems developed and used for each of the tests performed in the laboratory provide quality laboratory services for all aspects of test performance, which includes the pre-analytic, analytic, and post-analytic phases of testing.
  • Responsible for ensuring that the physical plant and Environmental conditions of the laboratory are appropriate for the testing performed and provide a safe environment in which employees are protected from: Physical, chemical, and biological hazards.
  • Responsible for overseeing that “patient care comes first” and administrative duties second for self and staff.
  • Responsible for: understanding of; monitoring of; and adherence to annual budget.
  • Responsible for evaluation and selection of new equipment/instrumentation and in depth troubleshooting with parts replacement and performance testing in conjunction with Director of Clinical Services.
  • Responsible for keeping all lab equipment and supplies in stock, updated and all lab equipment functioning.
  • Responsible to evaluate/provide in-house lab test results to generate revenue-producing services for MARIMN HEALTH.
  • Responsible for updating and renewing purchasing agreement with outside lab (i.e.: PAML).
  • Reviews and updates Lab Manual yearly. Ensures that test methodologies selected have the capability of providing the quality of results required for patient care; Verification procedures used are adequate to determine the accuracy, precision, and other pertinent performance characteristics of the method; and Laboratory personnel are performing the test methods as required for accurate and reliable result.
  • Ensures that the quality control and quality assurance programs are established and maintained to assure the quality of laboratory services provided and to identify failures in quality as they occur; Conducts a minimum of two (2) QI interdepartmental audits per year.
  • Ensures the establishment and maintenance of acceptable levels of analytical performance for each test system.
  • Ensures that all necessary remedial actions are taken and documented whenever significant deviations from the laboratory’s established performance specifications are identified, and that patient test results are reported only when the system is functioning properly.
  • Ensures that reports of test results include pertinent information required for interpretation.
  • Ensures that consultation is available to the laboratory’s clients on matters relating to the quality of the test results reported and their interpretation concerning specific patient conditions.
  • Ensures that the laboratory is enrolled in an HHS Approved proficiency testing program for testingperformed and that samples are tested appropriately; Results are returned within the timeframes established by the proficiency testing program; All proficiency testingreports received are reviewed by the appropriate staff to evaluate the laboratory’s performance and to identify any problems that require corrective action; and an approved corrective plan is followed when any proficiency testing results are found to be unacceptable or unsatisfactory.
  • Develops “Standards of Care” for visit planning and processing of patients.
  • Ensures that policies and procedures are established for monitoring individuals who conduct pre-analytical, analytical, and post-analytical phases of testing to assure that they are competent and maintain their competency to process specimens, perform test procedures and report test results promptly and proficiently, and whenever necessary, identify needs for remedial training or continuing education to improve skills.
  • Ensures that responsibilities and duties of all laboratory personnel are specified in writing and identifies which examinations and procedures each individual is authorized to perform, whether supervision is required for specimen processing, test performance or results reporting, and whether Manager review is required prior to reporting patient results.
  • Responsible for orientation training and evaluations, annual competency evaluations, and annual employee work performance evaluations of: one (1) full time Medical Technologist, one (1) part time fill in Technologist, and one (1) to two (2) part time Phlebotomists. Evaluates compensation of each supervised position based on performance relative to job description expectations in conjunction with Human Resources and Director of Clinical Services.
  • Meets with Director of Clinical Services every week, giving monthly updates verbally and in writing as requested.
  • Ability to effectively and positively interact with supervisor.Involves supervisor in decision-making process.
  • Team building –because of the experience and skill level of the incumbent this individual is considered a resource person and is expected to provide advice to other health professionals on complex analytical testing problems and results.
  • Prepares written quarterly reports reflecting productivity, outcomes, and complete department activities/progress.
  • Develops yearly goals and objectives that reflect Marimn Health Strategic Plans and Priorities.
  • Reviews job descriptions yearly and updates as needed.Ensures a sufficient number of laboratory personnel are employed with the appropriate education and either experience or training to provide appropriate consultation, properly supervise and accurately perform tests and report test results in accordance with the personnel responsibilities.Ensures that prior to testing patients’ specimens, all personnel have the appropriate education and experience, receive the appropriate training for the type and complexity of the services offered, and have demonstrated that they can perform all testing operations reliably to provide and report accurate results.
  • Coordinates/develops Lab staff work schedules, including working in all positions as needed for coverage.
  • Sign Lab time sheet, leave approval, and provide coverage.
  • Recommends and documents personnel issues, discipline, and incident reports to Admin and HR according to Marimn Health Policies and Procedures Manual.
  • Ensures that all staff including self, has current CPR card and agreement with outside lab (i.e.: PAML).
  • Attends meetings as assigned.
  • Chairs departmental meeting quarterly and forwards any pertinent information to QI and DPCS.
  • Plans/assigns organization of specialty clinics as needed.
  • Works 32 hours per week hands on in Lab department and 8 hours per week doing administrative duties (unless otherwise approved or directed).
  • Interfaces with other MARIMN HEALTH departments and outside agencies in matters related to departmental functions.
  • Communicates regularly with medical providers, nursing and community health staff regarding patient concerns during routine visits or follow-up.
  • Ensures that all QI and CLIA safety practices are effectively followed.
  • Evaluates and selects reagents and supplies, establishes and maintains and manages inventory control system.
  • Conducts quality control procedures on equipment, reagents, and products by check systems.
  • Monitors quality indicators and conducts/coordinates required QI audits and reviews of program activities.
  • Other duties as assigned.
